POTENTIALITIES AND LIMITATIONS OF THE HOSPITAL INFORMATION SYSTEM OF THE BRAZILIAN UNITED HEALTH SYSTEM (SIH/SUS)

Abstract

This article presents the results of an integrative literature review that aimed to identify and analyze the various scientific contributions available that address issues related to the potentialities and limitations of the Hospital Information System (SIH) of the Brazilian Unified Health System (SUS). For data collection, all databases indexed to the CAPES Periodicals Portal were used, complemented by the Semantic Scholar search engine. After applying the inclusion and exclusion criteria, the final sample included 38 relevant publications. The analysis highlighted that the SIH plays a crucial role in the management of the SUS by providing demographic, clinical, and administrative information essential for the oversight of hospital care, epidemiological studies, and public health monitoring. Despite these positive aspects, the results also demonstrate a series of significant limitations of the system, which include underreporting of hospitalizations, low quality of variables, partial coverage of hospitals, lack of system integration, and manipulation of codifications, impairing the reliable knowledge of the Brazilian healthcare reality. Based on these findings, the study emphasizes the urgency of improving the SIH to provide more reliable information for the management of the system and scientific production on Brazilian hospital care.

Professional and research interests: data governance, information systems management, national statistics and registries, electronic health records, semantic resource management, billing methodologies, hospital costs, and patient classification systems.

Graduated in Economic Sciences from the Pontifical Catholic University of Goiás (PUC-GO) with a Master's in Economics from the University of Brasília (UnB), a Ph.D. in Sociology at the Center for Comparative Studies on the Americas (UnB), and a Post-Doctorate in Economics (UnB). Currently, he is a Professor in the Economics Program and in the Graduate Programs in Regional Development, Public Policy Management, and Digital Governance and Transformation at the Federal University of Tocantins. He served as the Deputy Coordinator of Professional Programs in the area of Urban and Regional Planning in Brazil - CAPES (2018 - 2022). He is currently the Deputy Coordinator for Academic Programs in the area of Urban and Regional Planning in Brazil - CAPES (2023 -). He was the Pro-Rector for Research and Graduate Studies (2012-2016). Productivity Fellow in Research in the area of Urban and Regional Planning. Director of the Brazilian Society of Rural Economics, Sociology, and Administration - SOBER (2019 - 2022). He is part of the organization of the 62nd Congress of the Brazilian Society of Rural Economics, Administration, and Sociology (SOBER) (2024). He is a member of the Internationalization Coordination Committee of the Institute in Regional Development of the Federal University of Tocantins, with international cooperation projects on sustainable development studies with the University of Illinois (USA), University of Aveiro (Portugal), National University of Rio Cuarto (Argentina), and University of Santiago de Compostela (Spain). He also develops international cooperation activities with the National School of Public Health of the University of Lisbon (Portugal) and the Drexel Autism Institute at Drexel University (USA). He has experience in the field of Regional Development, Ecological Economics, and Public Policy Evaluation.
