THE EXPERIENCE OF THE UFNT TRANSITION/IMPLEMENTATION

Abstract

The Federal University of Northern Tocantins (UFNT) resulted from the dismemberment of the Federal University of Tocantins (UFT). The UFT/UFNT transition process sought to grant autonomy to the new university, demanding the creation of a governance and management model. This model guided everything from the implementation of working groups at tactical and operational levels to the preparation of essential documents. This study aims to analyze the use of Situational Strategic Planning (SSP) in the preparation of UFNT's first Strategic Planning (SP), considering it as a product of innovation resulting from the governance model employed during UFNT's transition. Qualitative research was carried out, through case study and participant observation. Content analysis was used to analyze the information collected. The hypothesis is that UFNT applied the SSP as a method in preparing the SP. Although the information collected does not explicitly attribute SSP as the applied method, it is possible to observe a strong influence of this method. This study contributes to the understanding of the Strategic Planning construction process in a public higher education institution, highlighting the methodological advantage of SSP, especially in complex and participatory academic contexts, such as the transition and implementation of a university.
