Abstract

Public policies are designed to minimize regional inequalities that occur both within and between regions of Brazil. The Unified Health System (SUS) is the governance model for health policy and aims to ensure universal care, comprehensiveness, and equity in access to health care. The research problem is: to what extent is access to health services associated with inequality in the municipalities of Tocantins? The objective of the work is to study the causes that promote health inequalities from the perspective of access to health services in the municipalities of Tocantins. To this end, the risk of hospitalizations due to causes sensitive to primary care was studied. As a result, it was found that characteristics that capture the spatial distribution of the availability of hospital beds in the municipalities have a relevant effect on the risk of hospitalization of state residents, being a source of inequality in access to and use of health services. The level of development of the municipality, in its health component, is also another significant factor.
