A QUESTÃO SOCIAL DAS DROGAS NO BRASIL:A PREDOMINÂNCIA HISTÓRICA DA REPRESSÃO

Abstract

This work, through qualitative documentary analysis and guided by a descriptive and explanatory perspective, discusses the historical predominance of repression against drugs in Brazilian politics. Using the method of content analysis shows that, despite the multidimensionality that covers the social issue of drugs require intersectoral actions, the detailed reading of the normative structures of the Policy on Drugs throughout history shows that the criminal response has predominated for such a complex issue. The categorical analysis allowed the classification of the content of the documents as more or less distanced from the perceptive repressive with regard to drug policy. The inferences point to the insertion of counter-majoritities discourses in drug policy, but also the difficulty of stabilizing them.
