Abstract

Access to public information is a right of all citizens guaranteed by the Brazilian legal system. Thus, the State has the duty to guarantee access to information to everyone, without distinction, and not only to the most literate, and to encourage participation and promote social inclusion as a democratic principle. In this context, this work presents the results of the research carried out on the Portal of Transparency of the City of Palmas-TO with the objective of answering the following question-problem: the Portal of Transparency of the City of Palmas is effective as a communication and education tool for the population palmense? The methodology used was based on a qualitative approach, combining content analysis techniques, through the Focus Group and document analysis. The results presented supporting evidence of the hypotheses formulated in this research in relation to access to the portal only by a specialized public. Based on the results, some suggestions are presented for improving the Transparency Portal as a communication and education tool.
