INTEGRATION OF HEALTH TEACHING AND SERVICE: ORGANIZATIONAL ARRANGEMENTS OF THE STATE MANAGEMENT OF TOCANTINS BETWEEN 2013 AND 2020

Abstract

The research horizon presented in this article is in the detailing and understanding of the integrated relationship between education and health service promoted by the State Department of Health (SES-TO). The research is descriptive, bibliographical and documental. The results are presented in a quantitative and qualitative way, based on the collection of information from secondary sources in the time frame from 2013 to 2020. Currently, 37 educational institutions are in operation, 13 public and 24 private. Every six months, the average number of internship vacancies approaches 4000, and residents are 127 students per year. Among the organizational arrangements, the Institutional Cooperation Term (TCI), which establishes conditions for mutual cooperation between SES-TO and educational institutions, is fundamental in the management and monitoring of vacancies for mandatory supervised internships and residencies in Health Units and Management Sectors. As a result, an organizational arrangement related to the well-structured teaching-service integration was identified, which contributes to the improvement of learning, however, the lack of participation of SUS users in the decisions of this public policy was identified, which leads to low density of social control.
