Abstract

Various authors raise the analytical centrality of the European Germany-France tandem (also referred to as the 'Franco-German axis') during the development of the negotiations, as opposed to a Brazil-Argentina tandem on the Mercosur side.
The objective of this paper is to problematize the functioning dynamics of the aforementioned tandem in the context of the expansion of the European Union towards the east at the beginning of the new millennium. We understand that the national tensions, alignments and realignments during that process, as well as other relevant events that are beyond the objectives of this paper, offer us the necessary material to display and analyze the dynamics of European leadership between the mentioned tandem and other relevant actors. such as the United Kingdom and the institutional bodies of the Union.
