Abstract

Affirmative policies in public universities represent a great achievement for those who have always been less favored, especially the black population that has a history of marginalization and discrimination kept static over the last few centuries to the present day. The objective of this paper is to present the effectiveness of the racial quotas system in terms of inclusion of the Afro-descendant population in public universities, the hypothesis adopted is that the adherence of quotas in the IFES was the most effective emergency method to provide better opportunities for blacks. In order to develop the article, a literature review and data collection regarding the chosen topic was carried out. From the literature review and data collection, a historical analysis of affirmative actions and racial quota policies in public universities was carried out, reaching the conclusion that quotas are undoubtedly a great instrument that favors the admission of blacks , pardos and indigenous people in federal higher education institutions.

Degree in Geography from the Federal University of Tocantins (UFT/Araguaína campus). Member of the Laboratory for Gender, Ethnic - Racial and Spatial Studies (LAGENTE/UFG) and of the Research and Practices Workshop in Geography Teaching (APEGEO/UNICAMP). Participant in the study groups Espaço and Difference (LAGENTE/UFG) and TEAR: Study and Research Group in Curriculum, Educational Policies and History of School Geography (APEGEO/UNICAMP). Member of the National Network of Black Geographers and Geographers. She works mainly on the following research topics: Teaching Geography, Geography of Africa, Ethnic-Racial and Gender Relations

Fátima Maria de Lima, Federal University of Tocantins

Graduated in Law from the State University of Paraíba (1991), Bachelor's Degree in History from the Federal University of Paraíba (1993), Master's in Education from the Federal University of Goiás (2003) and is a PhD student in Law, Justice and Citizenship at 21st century of the Faculties of Law and Economics of the University of Coimbra and Center for Social Studies - CES - Portugal (2010). She is a professor at the Federal University of Tocantins Foundation - Campus Araguaína - Degree in Geography. She has experience in History, Sociology and Law, acting on the following topics: children, youth, education, protection, justice, citizenship, human rights and gender.
