Abstract

Despite international relations having a very extensive field of study, one area that is underdeveloped within it is the field of culture. Culture, besides being considered a right, is also seen by the international system as a form of social control, especially with the shift in the international landscape towards greater integration. However, in experiencing the negligence of the States, minority groups have transformed their experiences into an artistic movement. This movement is used as a political platform to expose their dynamics, seeking visibility and change. However, by becoming a political approach, it connects with Soft Power, becoming a Soft Power itself, which detaches from the hegemonic narrative of the Culture Industry—a form of control used by States. Thus, using theoretical sources such as Adorno, Horkheimer, and Nye, which are widely present in international relations studies, this work is constructed, though limited to the geographical scope of Latin America.
