Abstract

With the promulgation of the constitutional charter, health became public policy in Brazil, through the Sistema Único de Saúde (SUS) many programs were created by political parties that managed the federal management of this policy over thirty-six years of implementation. Among them, the Programa Mais Médicos (PMM) created by the Dilma government to bring primary health to SUS priority areas and the Programa  Médicos pelo Brasil (PMB), established by the Bolsonaro government, stands out. In this sense, this study aims to evaluate how the constitutional right of universal access to health was guaranteed by these programs.

Master in Regional Development from the Federal University of Tocantins. Degree in Social Work from the Centro Universitário Salesiano de São Paulo. Member of the Center for Studies on Latin American Political Parties (NEPPLA-UFSCar).
