The article analyzes the legal opinions of the State Council of the Brazilian Empire in the section on foreign affairs between 1870 and 1889, which deal with the relationship with the countries of the Plata region. Between the end of the Paraguayan War in 1870 and the Proclamation of the Republic in 1889, the production on Brazilian foreign policy still has many gaps. Therefore, we propose an analysis of these years based on an important institution for the political functioning of the Brazilian Empire. The objective was aimed at understanding how the advisors, understood as part of the country's political elite, represented the episodes in which the countries of the Plata region were involved and which reached the scope of the consultations. We identified that these individuals, especially when analyzing internal political disputes in those countries, described an environment of constant insecurity and political disorder, while projecting upon themselves the ideal of civilization and stability on the continent.
